Are the Headboys Controlled by the Authorities?[]

From the first time that I've saw the Headboys, I found it interesting that they have operating Bobby helmets and seem to have more working technology than most Downers. It makes me wonder if the authorities in Wellington Wells are using them as a sort of unofficial auxilliary police to keep the Downers in the Garden District from organising and possibly trying to break back into the town.

If so, then this may be an allusion to Anthony Burgess's dystopian novel A Clockwork Orange. In that story, the protagonist's street gang, the 'Droogs', are tolerated by the authorities as they do an excellent job of keeping the streets too dangerous to travel at night and thus inadvertently help keep order in areas where the police normally wouldn't go.
